Every spring the National Mall turns into what I like to call Graduation Photo Olympics. Caps flying, champagne popping, families cheering, and approximately 4,000 photographers politely trying not to walk into each other’s frames.
If you’re planning graduation photos in Washington DC, one question comes up constantly:
Do you actually need a permit to take graduation photos on the National Mall?
The short answer: Most of the time, no.
The longer answer: It depends on what you’re doing.
Let’s break it down so you don’t accidentally become famous for the wrong reason.
The Short Answer: Most Graduation Photos Do NOT Need a Permit
For typical graduation portraits on the National Mall — meaning:
• one graduate
• family or friends joining
• a photographer
• handheld camera equipment
You generally do not need a permit.
The National Park Service allows casual photography on the National Mall as long as you’re not disrupting the space, blocking pathways, or bringing in a full production setup.
So your classic graduation photos in front of:
Lincoln Memorial
Washington Monument
Reflecting Pool
US Capitol
World War II Memorial
are usually completely fine without paperwork.
This is why thousands of grads from Georgetown, GWU, Howard, American University, and UMD take photos there every year.
When You DO Need a Permit
A permit is typically required if your session turns into more of a production.
Examples include:

• Tripods in high-traffic areas
• Props or staging
• Commercial filming crews
